Position Summary:

The SmartCare project coordinator is an administrative/technical professional position.  The Coordinator will have a key position in contributing to the SmartCare program success in Zambia (http://www.smartcare.org.zm) by successfully filling the role outlined below. The project coordinator will need to multitask to efficiently grasp and help coordinate the work of other management staff with specific responsibilities including: procurement, deployment, implementation, EHR system development, national trainings and certification, supply chain management, pipeline & burn rate analyses, and project management, including monitoring and evaluation of annual work plan and multiple project processes. This also requires coordinating work products, activities, and information, in addition to supervision of the project office support team.
This is a mid-level position. This person will report primarily to the SmartCare Project Manager on all programmatic and administrative matters.  In addition, specific administrative matters that relate to the EGPAF CoAg funded SmartCare training, travel, and procurement, will also be reported to the EGPAF Country Director.  This person needs to be able to work effectively as part of a large IT team and to support a complex national IT program.
The coordinator will be a member of the SmartCare management team and participate in management meetings. The coordinator will function in effect as a deputy to the project manager.


1. Knowledge and Experience
•    Bachelor’s Degree from an accredited college or university in Computer Science, Social Science/Services, Education, Public Administration, Business Management, or a related field. Graduate work or Master’s Degree in related field desirable.
•    Minimum of four years of progressively responsible and successful professional experience in one or more of the following: Procurement, Logistics, IT, Computer Science, Business or Public Administration, or a related field with a strong foundation in computer science/IT.
•    Minimum of one year supervisory experience
•    Working knowledge of analytical methods, procedures, and practices and of information gathering techniques, procedures, and practices.
•    Working knowledge of project planning and management procedures, practices, and techniques.

2. Skills and Abilities
•    Teamwork approach and goal orientation to help SmartCare achieve its goals and objectives

  • Skill in operating a personal computer and utilizing Microsoft software, and database software.

•    Strong written and verbal communication skills.  Ability to communicate clearly and effectively, both verbally and in writing.
•    Ability to exercise considerable individual judgment and initiative in conducting the necessary operations within the project.
•    Ability to develop initiatives in innovative and practical manner for effective resolution.
•    Ability to prepare and conduct effective presentations.
•    Ability to coordinate project activities with diverse groups and individuals.

4. Key duties
1. Assists the project manager in planning, coordination, and documentation of SmartCare events (eg, trainings, site visits, or public launch events).  Documents the event milestones, including timely and appropriate levels of planning, execution, wrap up, and other needed actions. 
2. Assists the project manager with annual project work plan development, monitoring, evaluation, and reporting.   Ensures that progress reports are generated as required, and communicates them as directed for coordination purposes.
3. Attends project and partner meetings, and documents them, as required.
4. Systematically organizes a)  SC event process documentation, b) documents used in the event, c) other event media (scans, photos, videos), d) meeting documents, and e) annual work plan and progress reports, in a shared space for convenient management use, and otherwise disseminates them as directed for coordination purposes.
5. Monitors information regarding SmartCare targets (including SmartCare M&E statistics, free text site visit reports, and help desk feedback), and provides this feedback to management to help ensure compliance with the project’s milestones, standards, procedures, and specifications.
6. Coordinates with other SmartCare management to help integrate the planning, monitoring, and evaluation of:   a) fiscal and materials pipelines, and ‘burn rates’ (grants & expenditures;  procurements and deployments; supply chain management), b) deployment logistics, c) internal and external training activities and logistics, d) software version deployments, and e) other relevant project activities.  Helps coordinate interventions when indicated.
7. Supervises the SmartCare Office Administrator and ensures that all duties are carried out on time and according to plans, including vehicle management and warehouse requisitions/advance retirements. Coordinates staff travel planning and cash advances.
8. Assists the Project Manager in other day to day duties as assigned.
